Google looks for content. I am not talking about a pretty looking site but rather textual content. If you create a number of pages, each with good unique content, this will help. Be sure your meta tags are relevant to each page. You do want links from other sites back to yours as well. Just be sure the sites are relevant to yours and are highly trafficked sites.

Regarding Page rank, as per my knowledge it updates 4 times a year. There is a specific algorithm which is been followed by google to assign a page rank. The algorithm is completely confidential.

If you generate a number of pages, each with good distinctive content, this will help. Be sure your Meta tags are suitable to each page. You do want links from other sites back to yours as well. Just be sure the sites are appropriate to yours and are highly trafficked sites.

Unless you're selling backlinks, there is really no reason to be concerned with PR. Just continue link building normally and you'll climb the search engines.

The google gives page rank with respect to the quality backlinks it has.
